About Rep. Joshua Penner

Josh Penner brings a wealth of executive leadership and local government experience to his role as your state representative. A lifelong resident of the 31st District, Josh was raised in Bonney Lake, graduated from Sumner High School, and continues to live and serve in the community he calls home.

A U.S. Marine Corps Veteran, Josh answered the call to service during the Global War on Terrorism, serving as a radio operator in Iraq. Following his military service, he became an active advocate for Veterans, co-chairing the King County Veterans Consortium, co-founding the Pacific Northwest Veterans Coalition, and working to support victims of military sexual trauma. He also partnered with law enforcement to provide de-escalation training, helping officers better understand and support Veterans in their communities.

As a business owner and the former Mayor of Orting, Josh brings a practical, private-sector mindset to Olympia. He established a proven record of prioritizing fiscal responsibility, public safety, and tax relief during his time in city government. Under his leadership, Orting achieved balanced budgets, increased investments in public safety, and reduced tax burdens for residents. In the Legislature, he applies this same discipline to the state budget, fighting to modernize state agencies and ensure every tax dollar is spent efficiently.

Josh is a devoted father of four children. Raising two children with special needs has given him a deep, personal understanding of the challenges families face and drives his passionate advocacy for disability services and education. He is committed to ensuring that all children have the opportunity to thrive with dignity and believes strongly in the value of every life. Josh’s work in the Legislature is defined by a desire to protect the vulnerable and build a future where families in the 31st District can prosper.
