Rep. Joshua Penner takes oath of office, announces committee assignments, and outlines legislative priorities

During the opening ceremonies for the 2025 legislative session, State Rep. Joshua Penner, R-Orting, officially took the oath of office to serve the citizens of the 31st Legislative District. Penner, a lifelong resident of the district and a dedicated public servant, expressed his commitment to working on behalf of his constituents to address pressing issues facing Washington.

“It’s an honor to represent the people of the 31st District,” shared Penner. “I’m committed to working hard, listening to my constituents, and crafting policies that improve the lives of families, veterans, and businesses in our communities.”

In his first term, he will serve as one of the lead Republicans on the House Appropriations Committee. This committee is responsible for the state’s operating budget and related fiscal policies, including pension systems, compensation, and fiscal planning.

“As the Mayor of Orting, I balanced budgets, reduced tax burdens, and increased investments in public safety,” said Penner. “In this role, I bring a deep commitment to fiscal responsibility in addressing the state’s significant budget challenges. Our communities deserve a government that spends wisely and lives within its means.”

He will also serve on three additional House committees.

The House Early Learning and Human Services Committee oversees policies affecting children and families, including early education, child welfare, juvenile justice, homelessness, developmental disabilities, and long-term care.

“As a father of four, including two children with profound special needs, I understand the importance of ensuring every child has the opportunity to succeed,” added Penner. “I’ll continue working to strengthen resources for children and families so they can thrive in a supportive and caring community.”

The House Finance Committee handles issues related to state and local taxes, including potential changes to tax rates, exemptions, and administrative policy.

“I’ve seen firsthand how tax policy impacts working families,” continued Penner. “On this committee, I’ll work to support policy that encourages more jobs, better opportunities, and fairness for the taxpayers of Washington.

The House Technology, Economic Development and Veterans Committee focuses on issues related to economic growth, rural development, small business support, cybersecurity, and programs benefiting Veterans.

“As a Veteran and advocate for economic development, I’m committed to ensuring Washington remains a leader in innovation and provides the resources our communities need to succeed,” noted Penner. “This committee is about preparing for the future and creating generational opportunities. We have an incredible opportunity to help foster world-class economic and social mobility.”

Penner urges constituents to contact his legislative office for assistance or to share their input. He can be reached at (360) 786-7866 or by email at Joshua.Penner@leg.wa.gov.

The 2025 legislative session will run for 105 consecutive days.
