Rep. Joshua Penner proposes transition oversight plan for House Bill 1472 | House Appropriations Committee

During the House Appropriations Committee debate on House Bill 1472, Rep. Joshua Penner, R-Orting, introduced a detailed amendment aimed at strengthening oversight and accountability during the closure of Residential Habilitation Centers (RHCs) — specifically Rainier and Yakima Valley Schools.

His proposal included measurable outcomes, safeguards for residents, workforce retention strategies, and post-transition reporting.

Penner emphasized that even proponents of the bill, like The Arc of Washington, acknowledged the need for legislative oversight and stronger transition planning.

His amendment called for:

▪️Proof of safe placement for all residents before final closure

▪️Individualized transition planning and assessments

▪️Staff retention with continuity of care

▪️A right to return to RHCs if community placements fail

▪️Transparency through quarterly reporting and independent analysis

Although Penner’s amendment was the only comprehensive transition plan presented, it was ultimately not adopted by the committee.
