VIDEO | Rep. Joshua Penner: Fixing bridges is climate action (Support of Amendment 1984 on HB 2251)

Rep. Joshua Penner, R-Orting, speaks in support of a common-sense amendment to House Bill 2251, arguing that Climate Commitment Act funds should be available to fix aging infrastructure. He illustrates his point with a recent example from the 31st District, where a damaged bridge turned a quick five-minute trip between Buckley and Enumclaw into an hour-long detour for thousands of drivers.

Penner contends that “climate resiliency” must include maintaining the roads and bridges we rely on daily. He points out that when 80-year-old structures like the Fairfax Bridge or local connectors fail, drivers are forced into long detours and gridlock. His argument is simple: vehicles that are idling or driving extra miles pollute more, so fixing bridges is a practical way to reduce emissions and improve daily life for Washingtonians.
