VIDEO | Rep. Joshua Penner advocates for specialized care for infants impacted by substance abuse (Amendment 2097 to Senate Bill 5998)
Rep. Joshua Penner, R-Orting, spoke on the House floor to urge support for Amendment 2097 to the supplemental operating budget, Senate Bill 5998. The amendment, which was successfully adopted, focuses on providing residential care for infants through two years of age who are born addicted to drugs.
During his remarks, Penner highlighted the vital role of pediatric interim care centers. He noted that a center in Kent has provided specialized services for 3,500 infants over the last 35 years. Penner emphasized that while models of care may differ, the goal is to ensure no child is left without a high level of support.
The amendment requires the Department of Children, Youth, and Families (DCYF) to work with a pediatric interim care center to provide a plan for moving forward. It also ensures the legislature remains informed by requiring a status report on the contract by December 1, 2026.
Penner’s advocacy for this amendment reflects a commitment to ensuring Washington’s most vulnerable infants receive the specialized care and parental support necessary for a healthy start in life.
